- Lifelong Learning

 

Introduction

 

In March 2002, the European social partners adopted a framework of actions for the lifelong development of competencies and qualifications, as a contribution to the Lisbon strategy. They identified four priority areas for actions:

 

·        To identify and anticipate competencies and qualification needs;

·        To recognise and validate competencies and qualifications;

·        To inform, support and provide guidance;

·        To mobilise resources.

 

The members of UNICE/UEAPME, CEEP and ETUC agreed to promote the framework of actions in the Member States and to draw up an annual report on the national actions carried out in the four priority areas identified.

 

Subsequently, three annual reports have been published charting actions undertaken in this area by social partners in all Member States and at EU level. All three reports include inputs from CEEP UK members (Create links to the three reports – see section on outcomes of social dialogue).

 

Three follow up reports have already been prepared to monitor progress in the implementation of the priorities set down in the Framework of Actions. The third follow-up report, the follow up report on the implementation of the Lifelong Learning agreement Final Draft Document was agreed at a recent meeting.
